The Bi-State Waste Coalition is a group of solid waste agencies in Eastern Iowa and Western Illinois. The Coalition serves Cedar, Clinton, Dubuque, Jackson, Muscatine and Scott Counties, in Iowa, and Henry and Rock Island Counties, in Illinois.  The original Comprehensive Solid Waste Plan for this region was completed in 1990 to identify goals for solid waste reduction in both Iowa and Illinois.  Because the requirements to update the plan differed by state, Henry and Rock Island Counties now update their plans separately.  The five Iowa counties last updated their Comprehensive Solid Waste Plan in March 2011 (provide document)

Cedar County Solid Waste Commission oversees operations of a transfer station where solid waste is collected to the region, consolidated and taken to an area landfill.  Some recycling activities are also available with assistance from the Commission.  For more information please call 563-886-6437.

Muscatine County Solid Waste Management Agency owns a recycling and transfer station, a compost facility, and a landfill. The landfill is not open to the public and is privately operated.  Waste is collected at the transfer station, consolidated, and sent to the landfill.
