The public is asked for comments on Comprehensive Solid Waste Management Plan 2023 for Cedar County Solid Waste Commission, Clinton County Area Solid Waste Agency, Waste Authority of Jackson County, Muscatine County Solid Waste Management Agency, and Waste Commission of Scott County at the respective agency board meetings in June.  A copy of the document is available for review online at www.bistateonline.org or by appointment at Bi-State Regional Commission, 1504 Third Avenue, Rock Island, Illinois between 8:00 a.m. and 4:30 p.m. Monday through Friday, or through the following agencies: Cedar County Solid Waste Commission, Clinton County Area Solid Waste Agency, Waste Authority of Jackson County, Muscatine County Solid Waste Management Agency or Waste Commission of Scott County.  It is the intent to submit the plan prior to July 1, 2023 to the Iowa Department of Natural Resources.

The current contract for testing services for the Drug and Alcohol Consortium will expire at the end of 2023. Therefore Bi-State is putting out a request for proposals (RFP) from qualified vendors for services in 2024. Prospective vendors will need to create a document detailing their ability to fulfill the needs of the Consortium and provide an estimate of prices for services rendered. I 74 Timeline

On October 27, 2021 the Bi-State Regional Commission celebrated its 55th Anniversary by honoring its partners in the Interstate 74 Bridge Corridor project.  Speakers included members of the Interstate 74 project advisory team:

  • Jim Schnoebelen, the District 6 Engineer for the Iowa DOT,
  • Masood Ahmad, the District 2 and District 3 Engineer for Illinois DOT, 
  • Andy Wilson, the Program Delivery Team Leader for the Iowa Division of the Federal Highway Administration, and
  • George Ryan, the I-74 Project Corridor Manager with Wood Environment and Infrastructure Solutions.

Kathy Morris, Executive Director of the Waste Commission of Scott County, provided an overview of a USEPA Trash Free Waters Grant application and an initiative through the Mississippi River Cities and Towns Initiative (MRCTI).  The greater Quad Cities area is well poised for a cooperative litter data collection and action effort.  Environmental partners across the area have come together to provide clean-ups over the last 17 years as part of Xstream Cleanup.  This effort equates to 21,404 volunteers, 57,182 hours and 1,107,859 pounds of trash collected.

Bi-State Regional Commission is in the process of completing a 5-year update to the region’s Comprehensive Economic Development Strategy. A draft of the document is available for review.

January 27, 2021 — Denise Bulat, Executive Director, reported the Comprehensive Economic Development Strategy (CEDS) is fully updated every five years, with the last one completed in 2016. The 2021 CEDS will be a full update.
