The Bi-State Waste Coalition is a group of solid waste agencies in Eastern Iowa and Western Illinois. The Coalition serves Cedar, Clinton, Dubuque, Jackson, Muscatine and Scott Counties in Iowa, and Henry and Rock Island Counties in Illinois. The original Comprehensive Solid Waste Plan for this region was completed in 1990 to identify goals for solid waste reduction in both Iowa and Illinois. Because the requirements to update the plan differed by state, Henry and Rock Island Counties now update their plans separately. The five Iowa counties last updated their Comprehensive Plan in March 2016.

Cedar County Solid Waste Commission oversees operations of a transfer station where solid waste is collected, consolidated, and taken to an area landfill. Some recycling activities are also available with assistance from the Commission. For more information, please call 563-886-6437.

Clinton County Area Solid Waste Agency owns and operates a landfill, recycling center, composting facility, and household hazardous material collection center. For more information, please visit www.ccaswa.com or call 563-243-4749.

Waste Authority of Jackson County owns and operates a transfer station where solid waste is collected, consolidated, and taken to an area landfill. Household Hazardous Material is also accepted at the transfer station for proper disposal. Jackson County also has a county-wide recycling program. Muscatine County Solid Waste Management Agency owns a recycling and transfer station, a compost facility, and a landfill. The landfill is not open to the public and is privately operated. Waste is collected at the transfer station, consolidated, and sent to the landfill. Rock Island County Waste Management Agency is the regional recycling agency for the county. It offers a regional drop-off recycling program, curbside appliance and used tire program, electronic recycling, and partners with the Waste Commission of Scott County to offer electronic recycling and household hazardous waste disposal.
