    On March 26, 2025 the Bi-State Regional Commission received a first draft of the Bi-State Region Comprehensive Economic Development Strategy (CEDS) 2025 Progress Report.  Click the link to get to the CEDS page.

Safe Streets and Roads for All (SS4A) Grant Initiative: Traffic Safety Action Plan (TSAP)

In 2023, the Bi-State Regional Commission (BSRC) was awarded a Safe Streets and Roads for All (SS4A) Grant from the U.S. Department of Transportation to develop a Traffic Safety Action Plan (TSAP).

This plan will serve the Quad Cities area in Iowa and Illinois, as well as Kewanee, Illinois, and Muscatine, Iowa. According to the Federal Highway Administration (FHWA), a TSAP is a "powerful tool to prioritize traffic safety improvements and justify investment decisions." The goal is simple: to ensure people can reach their destinations safely.

The TSAP is being developed through a consultant-led process, with collaboration between the Steering Committee, transportation planning staff from the Quad Cities, and city staff from Muscatine and Kewanee. The Quad Cities Transportation Technical Committee will also be actively involved in overseeing the plan’s development.

Public Involvement
Public input is a crucial part of the TSAP’s development. To make this easier, BSRC along with the study team has created an interactive online Traffic Safety Map. This tool allows both the public and stakeholders to highlight roadway safety concerns in the Quad Cities, Kewanee, and Muscatine. The Steering Committee will use these submissions to assess and analyze potential safety and infrastructure improvements, along with recent crash data. We encourage you to participate by identifying locations and concerns directly on the map, which can be accessed here: https://trafficsafetyactionplan.com/.

Upcoming Focus Group Stakeholder Meetings
To further facilitate engagement of stakeholders, there will be three focus group meetings:

  • Virtual Meeting: November 14, 2024
  • In-Person Meeting: Moline, IL – November 19, 2024
  • In-Person Meeting: Davenport, IA – November 20, 2024

Save the date notices are being sent soon.  Participants will help clarify plan goals and objectives, and discuss potential solutions to identified crash patterns.

Next Steps
The TSAP is expected to be completed by Spring 2025. Future opportunities for public input will be available throughout the development process.
