As a service to member governments, Bi-State Regional Commission staff are available to prepare grant applications as requested. Staff have experience in writing applications for infrastructure including public facilities (e.g. water and sewer), public safety, transportation, recreation and open space, housing rehabilitation, environmental, and economic development projects. Depending on the funding program and application process, staff assistance may require a separate contract.
Bi-State staff can write and administer grants for many types of awarded projects, maintaining compliance with all applicable state and federal guidelines and requirements.
In order for Bi-State staff to best assist with grant applications, the applying member government should be prepared to provide the following information:
- Proposed project scope and purpose, including target population and explanation of how the project fits within the member government’s goals
- Detailed project budgets, including estimates/quotes if applicable
- Budget for most current fiscal year
- Community’s comprehensive plan and/or mission statement, or documents supporting the project's planning and priority
- Any other supplementary materials as dictated by the grant application guidelines
Staff also offers assistance in conducting household surveys as needed for applications, particularly for competitive state programs funded through the U.S. Department of Housing and Urban Development, which require documentation of benefit to at least 51% low-and moderate-income persons to establish eligibility. Income survey contracts should be scheduled well in advance of application deadlines. These grant programs include the Community Development Block Grant (CDBG) program, which is administered by the Department of Commerce and Economic Opportunity (DCEO) in Illinois and by the Economic Development Authority (IEDA) in Iowa.
Iowa applicants should be registered with IowaGrants.gov, which provides an online grant application and management system as well as a search portal for grant and loan opportunities.

The Bi-State Regional Commission manages three different loan programs for the Region - the Bi-State Revolving Loan Fund (RLF), the Mercer-Muscatine County RLF, and the CARES Act RLF. The funds were initially capitalized by the federal Economic Development Adminstration (EDA). The focus of all of the RLFs is the retention and/or creation of jobs. Better paying jobs with benefits allow for more loan funds borrowed per job as shown below:

The loan term is based on the type of project and risk. Ten years is the maximum loan term, and four years is the minimum. Loans for working capital will be at a four year term. Loans for manufacturing and white collar projects are typically considered lower risk, and higher risk projects are those such as restaurants and personal services such as barbers, salons, and beauticians. The lowest interest rate that could be offered is 75% of prime or 4% minus prime, whichever is lower.
For all loans, demonstration of borrower equity in the project is required, and cash equity will result in a better interest rate offered. Collateral and personal guarantees are required for all loans. It is preferred that RLF funds be utilized to buy equipment, and the RLF collateral would be on that equipment. Construction or renovation of a business is not funded because Davis Bacon and National Environmental Protection Act requirements would then apply due to the federal nature of these funds. EDA will not allow RLF funs to be used for housing projects.

The cornerstone of Bi-State's economic development planning assistance is the Comprehensive Economic Development Strategy (CEDS). The CEDS is fully updated every five years, with the last one completed in 2021. Progress reports are done during interim years. The most recent progress report is in draft form and is availble for public review and comments. Through the CEDS planning process, communities across the Bi-State Region help to create an overarching plan that guides and coordinates economic development. The CEDS process is required for the region to receive investment from the U.S. Department of Commerce, Economic Development Administration (EDA). EDA funding has been vital to the region's economy over the years investing in industrial sites, commercial sites, rail facilities and revolving loan funds. The most recent CEDS documents are available below.
