Bi-State Drug & Alcohol Testing Consortium

Created in 1995, the Bi-State Drug and Alcohol Testing Consortium was developed to facilitate random drug and alcohol testing services to area organizations as mandated by the United States Department of Transportation. Eligible members are local governments, school districts, and non-profit agencies with employees performing safety sensitive functions under Federal Motor Carrier Safety Administration (FMCSA) or Federal Transit Administration (FTA) regulations within the Bi-State Region. In 2009, the Consortium consisted of 67 members and nearly 1,000 employees.
