After a Safe Streets and Roads for All (SS4A) Grant award from the U.S. Department of Transportation to develop a Traffic Safety Action Plan (TSAP) in 2023, Bi-State Regional Commission has been working with a Steering Committee of officials from the Quad Cities area in Iowa and Illinois, as well as Kewanee, Illinois, and Muscatine, Iowa. According to the Federal Highway Administration (FHWA), a TSAP is a "powerful tool to prioritize traffic safety improvements and justify investment decisions." The goal is simple: to ensure people can reach their destinations safely.

The Quad Cities Metro LRTP (Long Range Transportation Plan) serves a variety of purposes: to move forward the regional vision, to guide future project development, and to identify needs for coordination and cooperation related to our transportation network. The plan identifies future travel demand and freight needs. It also looks at the current transportation system's ability to meet these demands and identifies what improvements will be needed to address future demand.As projects are identified, they are then directed through the short-range planning and programming process to ultimate implementation or construction.

The Quad Cities Transportation Policy Committee awarded $3,067,906 of Transportation Alternatives Set Aside (TASA) funds in the Quad Cities. These projects will be implemented in the next five years. Bi-State Regional Commission delegates the transportation programming authority to the Transportation Policy Committee to solicit applications and award funds in the Illinois-Iowa Quad Cities.
