The Quad Cities Transportation Policy Committee awarded $15,186,379 of Surface Transportation Block Grant funds in the Quad Cities. These projects will be implemented in the next five years. Bi-State Regional Commission delegates the transportation programming authority to the Transportation Policy Committee to solicit applications and award funds in the Illinois-Iowa Quad Cities. One of these funds is Surface Transportation Block Grants (STBG). These funds are typically awarded to road projects that improve the conditions and performance of public roads. Governmental jurisdictions in the MPO can apply for STBG funds for roads classified as a collector or above. Projects can include reconstruction, resurfacing, and pavement rehabilitation, as examples.

Bi-State Regional Commission is soliciting proposals for a transportation planning study to evaluate potential safety, access, and mobility improvements on the Andalusia Road – Indian Bluff Road corridor located in Rock Island County, Illinois and part of the Quad Cities, Iowa-Illinois Metropolitan Planning Area (MPA). The contract will be held by Bi-State Regional Commission in cooperation with Rock Island County, the Village of Milan, and the Cities of Moline and Rock Island. Through its partnership with the U.S. Dept. of Commerce, Economic Development Administration (EDA), Bi-State Regional Commission provides member governments a wide range of economic development assistance including grant writing, planning and research. Additionally, Bi-State administers two Revolving Loan Fund (RLF) Programs that provide gap financing to businesses creating or retaining jobs in the region.
The cornerstone of Bi-State's economic development assistance is the Comprehensive Economic Development Strategy (CEDS), which analyzes the region's economy, sets regional economic development goals and indentifies significant economic development projects for potential federal investment. The CEDS is produced every five years, with annual progress reports published during interim years.
