Bi-State Regional Commission is soliciting proposals for a traffic safety action plan(s) for the geographic areas of the Quad Cities, Iowa/Illinois and the micropolitan areas of Kewanee, Illinois and Muscatine, Iowa. The contract will be held by Bi-State Regional Commission in cooperation with the Quad Cities MPO and cities of Kewanee and Muscatine. The current contract for testing services for the Drug and Alcohol Consortium will expire at the end of 2023. Therefore Bi-State is putting out a request for proposals (RFP) from qualified vendors for services in 2024. Prospective vendors will need to create a document detailing their ability to fulfill the needs of the Consortium and provide an estimate of prices for services rendered. September 24, 2014 – Lisa Miller, Bi-State Data/GIS Director provided an update on the coordination of a flyover of a multi-county area to acquire GIS-quality digital aerial photos and other products this year. Staff facilitated similar projects in 2005 and 2009 with participants realizing a significant cost savings by coordinating the flight and purchasing aerial products together. In 2005 Rock Island and Scott Counties; the cities of Bettendorf, Colona, Moline, and Rock Island; and the Muscatine Area Geographic Information Consortium, or MAGIC (Muscatine County, City of Muscatine, and Muscatine Power and Water Co.) spent approximately $465,500 to purchase aerial photo products. In 2009, Scott County and the municipalities of Carbon Cliff, Coal Valley, Davenport, East Moline, and Silvis purchased products for approximately $260,000.

September 24, 2014 – Members of the Joint Purchasing Council (JPC) have saved thousands of dollars on commonly purchased products such as calendars, printer supplies, fine paper, municipal water treatment chemicals and utility supplies, marking paint, street signs and hardware, street sign posts, ice melt, turf chemicals, athletic field dressing items, various types of seed, janitorial paper products, cleaning supplies, personal hygiene items, garbage can liners, and food service supplies.

September 25, 2013 – The Clean Air Act requires the Environmental Protection Agency (EPA) to set National Ambient Air Quality Standards (NAAQS) for pollutants considered harmful to public health and the environment. The Clean Air Act identifies air quality standards to protect public health including protecting the health of "sensitive" populations such as asthmatics, children, and the elderly. EPA has set NAAQS for six principal pollutants, which are called "criteria" pollutants.
They are carbon monoxide, lead, nitrogen dioxide, ozone, PM 2.5, PM10, and sulfur dioxide. The three criteria pollutants of most concern to the Bi-State Region are ozone, PM2.5, and sulfur dioxide.

September 25, 2013 – In 1986, the Bi-State Regional Commission’s member governments located in Illinois started work on creating the Illinois Joint Purchasing Council. An intergovernmental agreement was created and approved by the participants. Purchasing activity started in December of that year. In 1999, Bettendorf, Davenport, and Scott County joined the Council and the
word Illinois was removed from the name.
Membership in the Bi-State Joint Purchasing Council requires village, city, or county approval and signing of the intergovernmental agreement by all parties. Currently, 29 government entities are members, and Bi-State membership dues fund the program. The Council lowers governmental purchasing costs through large volume purchases and competitive buying.
Bi-State staff maintains a database of about 275 vendors that includes all contact information, items on which they are able to bid, and past bid responsiveness of the vendor. Two Bi-State employees, Patty Pearson and Peggi Merchie, work with about 80 government staff located in various departments within Bi-State member governments.
The program reduces duplicative administrative costs, such as advertising, postage, bid preparation, and analysis. Vendors deliver all items as indicated on the purchase orders supplied by the participants, which cuts down on shopping trips and fuel charges by participating member governments. Bid prices are firm and all inclusive.

April 24, 2013 – Joe Taylor, Quad Cities Convention and Visitors Bureau (QCCVB) President/CEO, reported on tourism in the Quad Cities. He noted that in 2011, tourists to the area spent $750 million on goods and services and generated $11 million in direct tax revenue. The local tourism industry employed over 8,300 employees who earned $132 million in wages.

Mission Statement
A local, voluntary organization of five counties and 47 municipalities. We serve as a forum for intergovernmental cooperation and delivery of regional programs and to assist member local governments in planning and project development.
